Yes eugenics would be good, it just needs to be natural ie. through a free market with no welfare and no regulation on voluntary genetic modification of humans.
Instead today we have welfare, biotech is banned for human use .. and used for bio weapons instead.

There were eugenics supporters outside the Reich, but yeah, they certainly were the largest advocates.
