Why?!? Why would you ever tell the people this?!? If the police capacity is strained I can understand them having to make difficult choices and modify their enforcement and patrol procedures.

But why would you ever tell the criminals that you will no longer arrest them? That is just asking for the rule of law to break down.

Prostitution is not a economic crime. It's a public safety crime. I completely don't agree with it, but it's the claim for legal authority because without that they can't stop two people from having sex.
