Leader != master.
A good master is still a master. It doesn't matter what title you apply to it. You are still being led.
If I'm climbing a mountain with a group, often there is just no room to go side-by-side, so one must go first. They are a leader, at least temporarily, but not a master. It doesn't mean they have authority, it just means they are going first and perhaps making it slightly easier on followers.
A master on the other hand would typically order everyone else to hew a path so they could be carried up on the least bumpy route.
Sure in that arbitrary scenario. In a civilization sense there will always be someone in charge or chaos. We are individualistic animals who form groups but not well. We need a leader/master/emperor whatever you want to call them.
