That seems criminal to me, I assume there's some explanation behind it. Hopefully not simply a case of greedy sacks of shit up the top but that's my cynical expectation.

The explanation is the restaurant doesn't want to pay its employees and wants to reduce taxes. Employment taxes and social security and others are all wage based percentages.
