My guess would be that all the moisture has escaped from the food, without water it's like a breadcrumb, it won't mold or decompose.
I've had breadcrumbs grow mold in Southern California (which isn't that wet to begin with). It isn't just moisture that's needed. I suspect there's no mold spores present.
It's franken-food. Even mold can't live off it.
All I'm saying is there's something fishy about that setup. Okay, take the fry container. That's a paper product, you can tear it. There's no grease stains on it or the burger wrapper. I don't for a second believe that, as the last meal, the workers would take their time and have something near commercial level preparation.
Something about this stinks, because their dumpsters sure do.
