They literally don't know what do because they're so used to having other people take care of situations like this. Politicians have taken care of this, so people have no clue what to do. Isn't there a police building across the street near the train station from memory? I would have drove the van over there told the police the situation and which restaurant it took place at so you had staff and diners to back up your story.
