They literally don't know what do because they're so used to having other people take care of situations like this. Politicians have taken care of this, so people have no clue what to do. Now expand this idea to nearly every other facet of life.

IMO our societies are way over stretched, also "we" are not exactly very disciplined japanese... Yeah, you see what I mean... It's a small miracle at this point already that society still works, more or less correctly

Isn't there a police building across the street near the train station from memory? I would have drove the van over there told the police the situation and which restaurant it took place at so you had staff and diners to back up your story.
