Read a story where someone died swimming in a lake. So the locals put up signs explaining just what that sign indicates AND they built a stand with free life vests. The signs were in english and spanish. Essentially "wear a life vest, they're free, and watch out case the shore is uneven." Not long later, most of a family of Mexicans drowned in the lake. The little one misstepped and went in so the next older boy went to pull him out and wound up over his head unable to swim then the father went for both of them who were both struggling and they all died.
