The global population being reduced isn't some weird calculation, it's a simple subtraction. The most advanced you'd get would be if you were to take births and other deaths into account as well. If they meant that the decline in birth rate caused a resulting decline in births of 1 billion people, which is ludicrous in itself as 2 years doesn't see 1 billion people born. Quick search says it's approximately 140 million births per year, so 186 million since 2021 if you math it out (140 + (140 * 4/12)) So even if birth rates were reduced 100% this 1 billion number is ludicrous.
