We would have 15 minute cities if people could use their land as they wish. Zoning, covenants, master planning and other restrictions prevent this. The 15 minute city plan will be centrally planned to provide what (((they))) say you need. Liberty and emergent order are not part of the pogrom. The 15 minute cities will be ghettos. Certainly one part of which is to prevent a critical mass of people from participating in protest demonstration and to protect the power structure from rebellion.
