TL;DW: You won't get a ticket for driving around bicyclists hogging the road but it only works at low traffic levels. Unspoken: Your government is spending money to codify things you would do anyway if they hadn't been so pedantic to paint a double yellow down the middle of the road. And probably getting Federal "Enviro-Bucks" to do it.
