Nero gets the worst hate of all them, from what ive gathered on my probably 10 hours of looking at him specifically (videos, some reading) is the the people loved him, the patricians hated him. Lowering taxes and seizing their property after the fire in rome really pissed the patricians off. The post op trans sexual lover may have been propaganda. It seems a little to crazy.
Hadrian probably really was gay. He had a very political marriage and no children. He was openly affectionate towards a few Greek twinks, and the fact he was loved by Rome, and generally looked at positively by history makes it a lot more likely to be a fact than what happened with Nero.
