[Location unknown] Europe just got 2 inches of snow and isn't prepared.

Confirm. I grew up on the top of a hill, smallish only 3 houses along either side of the slope but a hill nonetheless. Everyone knew how to park on a hill with snow, how to drive up and down the hill with snow. Speed limit means nothing, you're going drive 3 MPH, or lose control, no questions asked.

e; Oh and if your driveway enters the street on the sloped part of the hill you better man-up and shovel the street so you have a clear spot to drive into.

Not that hard to figure out that this is in England and btw, Nordic and eastern Europeans are well acquainted with snow, they'd know what to do in a situation like this. You wanna gatekeep snow, go to Russia and then tell me you're wrong, other parts of the world also get tons of snow every winter.

People move around a lot. Sometimes they end up in places that have weather they have no clue how to deal with. I live in an area that sees snow/ice/etc but I still dont drive the first few storms unless I need to. Too many morons from other places that dont know how to drive in the weather. -- I am also that person helping push people out or if they really screw up pulling them out with a rope. Not my job, Its just how you are if you are from where I am from (not where I live now...).
