The second cheapest and quickest fix is to reroute the subsurface pipeline to about 30 feet or so from the bridge and then lower the road. You have to ensure good drainage. The cheapest and fastest way is to put no truck signs along the road and the diversion routes.

Signs don't work. Take the example of the 11 Foot 8 bridge in Durham. It's quite famous, has blinking lighted signs telling trucks they are over height, and they still run through it. It was raised, but there are still plenty that test the laws of physics.

There were a number of bridges like this in a city near where I grew up, they had pipes hanging down before the bridge in a windchime-type fashion. You try to go under the bridge, your truck ends up with gouges which is better than having the top peeled, I guess.

Even if you manage to keep the trucks away, you'll still have the jackasses pulling campers or driving uhauls and RVs that will pay zero attention to the height signs.
