That particular bridge has a lot of problems with being raised. You can't really do much to the top because the rail grade needs to remain relatively flat for the trains, and the road itself sits on relatively shallow service lines. I'd expect the service lines are going to be lowered, but that's just a guess. The reason it got the last "raise" was because Norfolk-Southern raised the grade along the entire line, allowing the bridge to be brought up to the new grade.
