I am left wonderimg what exactly qualifies as off road? Are the salt flats off road? How can there be a fair speed record when the challenge isn't standardized?

Not having paved roads to run on is basically the definition of off-road.

Then off road is not a valid distinction because you don't need a paved road to have paved road conditions.
