To a point. According to the books that I was reading about it it was started over piracy. But the problem was the us we thought we were getting pirated by the Brits but in fact the Brits weren't doing it anymore they stopped but that never got back to the powers that be. The Brits lost the war because they didn't really have a direction. They were just told to nuisance the living shit out of America but never really do anything definitive.
