Nah, she was doing the female passive aggressive. When talking to the other cop back at her car when he turned up she tells him 'Yeah i pulled them over and he's hanging out the window when i walk up going on about "Why you pull us over. Why you pull us over??"'. Bs not at all how it happened, she's subconsciously escalating the 2nd cop to think about popping off on the dudes mouth.
