Like they have been doing for the last 80 years. What has changed?
They have not been doing so at Boulder Dam, evidently.
Hoover Dam has been running and producing electricity for over 80 years. These turbines have had major overhauls several times. How did they get to the point where the maintenance was so poor that a turbine caught fire?
I don't really know if it was a turbine or a transformer. Transformers are great candidates for fire if you don't take care of them. They have lots of flammable oil, they can pressurize and rupture, they can start a fire. If there is a big, smoky oil fire my bet is on a transformer.
