Could be a setting with the camera. They're using "SimplySafe". Not sure what the settings are like for those cameras. I have a couple Blink cameras. They only record for a set number of seconds before stopping until they're triggered again.

A lot of home security camera's record in chunks (dash cams often do the same). Each chunk is a separate file. Could be the end of this video is where the chunk ended and whoever uploaded didn't now how (or didn't care) to edit together this and the following chunk.
