All involved have an obligation to "see and avoid." At those slow speeds they were flying, it's pathetic. Also, this is why most aviation accidents happen at airports or navigation facilities (example VOR). Because the increased traffic density means much higher probability of collision. It's pretty crazy all those people flock to fly in such a tiny pocket of airspace. It has disaster written all over it.
