Well I've seen much worse than that, at least the cop remained calm and wasn't aggressive despite being completely wrong all the way
Now he admitted he had no idea what's the speed limit is... He's probably not very good on a technical level when it comes to "knowledge and interpretation of the law", but that's not uncommon in the US as far as I can tell, I've seen videos where some struggled with 1st amendment rights, like they thought people couldn't film from the sidewalk, and their boss arrive on the scene and tell them they're wrong and let the guy go
That cop in the vid is just paid to distribute tickets essentially, he isn't really qualified for the job
