People in Asian cultures (especially China) are raised to think they will get sued or blamed for hurting the person if they try to help them. So now they just ignore any calls for help. Their culture also promotes lying and cheating to get ahead so why would they help a stranger.

The original inhabitants had ginger red hair and white skin. Figure it out from the old graves and intact corpses they've discovered.
