You forgot to include the part where it says "propaganda, dissemination of information—facts, arguments, rumours, half-truths, or lies—to influence public opinion." Today it is all lies because the influence is not in the public interest.

Propaganda is all about propagation of ideas. With farming you propagate seeds with the desire they will grow into the fruits you desire. With propaganda you propagate ideas and beliefs with the desire they will grow into the fruits (behaviors) you desire.
It's good propaganda!
