This seems like they are laying a foundation to ban individuals from filming in public. What about the cameras that are installed by government and private companies? Their claim of one perspective is wrong. Every location portrayed would have one or more mounted cameras covering the same space. The difference is the government owns their cameras and can pressure businesses into handing over recordings. Individuals are much harder to suppress.
That was his point and many speculate he was murdered because censorship, control and violence is how the left wing communists stay in power.
