Treaties require ratification..that is, if you want to bring the constitution into it.
The Senate is majority libturds and RINOS so ratification shouldn't be a problem.
Even with ratification, a treaty in conflict with the constitution is null and void and unenforceable. Legally and constitutionally that is.
Only constitutional amendments, as created by due and lawful process, can change constitutional law. Treaties have no effect. In fact, are void if in conflict.
