According to the nuclear nonproliferation treaty, it is illegal to provide any aid to a nuclear country who isn't a signer. Israel hasn't signed and therefore is disqualified from all international aid from all other nuclear powers. Accordingly, accepting aid under false pretense is fraud. Legally israel owes all this money back. According to the video, israel owes the US $100B.
