I remember seeing a video like this years ago of a American prison official touring prison in places like Sweden, Norway, etc. to see what they did differently there and if anything they were doing could be used in the US. The gist of it was that they just do it all better.
He was horrified. Particularly of the craft shop classes where prisoners had ready access to things like nailguns, etc.
He said it just wouldn't work in the US. He didn't come right out and say, "Because niggers", but you could see it in his face.
