Im chalking this one up to stupidity. Running a boat is a high risk thing. The water can turn a lovely afternoon into the worst day of your life quickly. I a couple small inshore boats, and when i'm on the one me and another guy cant physically pick up, im always stressed out running them out of the channels.
Imagine they had a hard time getting a quality captain for that boat based on it's recent history.
