Ive been out of the Maritime Industry for a long time but heres my best guess. There was a Chesapeake Bay Pilot on that ship when it strayed from the shipping channel. It probably had a mechanical failure that affected the steering. In NY Harbor that ship would be escorted by 2 tug boats to prevent an accident like this.
I definitely agree, I've watched them do it in NYC many times.
So a diversity hire?
Traditionally Ship Pilot positions are passed from father to son or at least kept in the family. Its a very lucrative and rarified position to hold. They dont just let any asshole into the club.
