If you code the cats as White people, the racoon as niggers, and the cameraman as the State, this video is a metaphor for modern society, minus the violence.

I wouldn't film this and let it happen; racoons can snap and are incredibly dangerous to pets like cats and small dogs. Now it's going to keep coming back and the camera man may not be around when one of the cats has had enough and starts a fight.
