I don't think this is a case of emboldened criminals. These sound like really stupid teenagers. I think they legitimately lack the ability to understand that they can kill people or that they are doing something seriously bad. To them this is nothing more than something like trespassing on abandoned land. You aren't supposed to do it but it's no big deal.
