I can answer all of these. They locked the doors because the mall wasn't open. The police weren't called and mall security didn't bother because it's some loser who couldn't get into the building that nobody cared about. They were likely watching from a distance. Teenagers wander around and do weird stuff. People aren't trapped in the mall they likely work there.
