This is dumb. Traffic stops are incredibly unpredictable for police. When there is a 2nd vehicle stopped in front, they now have to keep an eye on that vehicle's occupants in case they try anything in addition to the car they stopped. It potentially doubles the danger and cannot be ignored.
These two sisters are pretty clearly not a threat, but that doesn't make any difference to their policy.
The officer was a shit bag and handled it very poorly though.
