paradoxically made people worse
This is an issue of hubris. Things we make aren't even necessarily vaccines, or medicine. They are chemicals, concoctions of molecules. Most things are harmful to humans. Even with testing we can't be sure something is beneficial. So these aren't even necessarily vaccines (or cures), so the paradox is only in the imaginary world where we are infallible. If it harms people, it was never a cure or medicine; it was a poison all along.
