There was a time where you could build apartment buildings with 200-400 square foot spaces, think studio apartments, but without a bathroom, and maybe no windows, but it's better than living on the street, and if it only costs them $100-$150/month to live there, why not?
In San Fran you wouldn't even be able to get something like that for $1500 per month even with regulations dropped.
