These galaxy-brains don't take into account that the scumfuck dealer who is going to sell it is probably going to "stomp on it", AKA cut it with Lord knows what.
Yeah, it might've been "pure" heroin when it was bagged up in Afghanistan. But by the time it hits some suburbs in Ohio, how many hands has it passed through? How many people take a cut of it?
I remember, years ago, hearing that the average heroin content of a single dose (bag) was around 3-6%. So... wtf is the other 90%?!
I hate this "harm reduction" logic. This thinking gave rise to the "needle exchange", then legal shooting galleries, and now federally issued CRACK PIPES. We should not be making it easier to be an addict. We should be making it more and more inconvenient to be an addict. Make it hellish to get a fix every day. Make them feel hounded at every turn, arrested frequently, and denied drugs that would treat withdrawals. THIS IS THE ONLY WAY TO GET A PERSON TO FUCKING QUIT.

I'd argue the simplest option would be just mass distribution of tainted product.
