I have two theories as to why they're glowing so blatantly.
The purpose of the group is for the government to point to as an example of a "domestic terrorist" group to make it easy to push through "domestic terrorism" legislation.
The group is recruiting members and is setting them up for a gay op like the Whitmer kidnapping plot. The openly glowy nature of the group serves as a filter. They want to recruit the dumbest motherfuckers they can find, bordering on mental retardation. Anyone with IQ above 80 can see they are feds. They definitely don't want to recruit anyone intelligent as they might catch on to what's going on and out the feds.
A combination of 1 & 2 is also possible.
