In a cheap router, the bulk of the heat is from the RF amplifier. That isn't always true for some of the higher end routers with built in NAS functionality, etc.

If I had to guess, I'd assume 20W at full power, and 0.2W at standby. But, without characterizing the equipment, doing thermal studies etc, I would have no idea.
