I knew a guy who made small sculptures from garbage he found in the streets - like car wreck debris - and would sell them at local festivals. He said buying materials wasn't worth it after all the time and effort he put into sculpting his pieces. His basement was literally a dump.
People bought them because they were beautiful. Taking garbage and making it beautiful is a skill. It takes creativity. There is an artist who makes bird sculptures out of spoons. It's thier beauty that makes them valuable, not which brand of spoon he used.
Creating garbage and calling it art is literally the opposite of taking garbage and turning it into art.
