Yes, with only a small percentage of exceptions, the entire continent of Africa is inhabited by retards, with an average IQ of less than 70. Folks, you cannot build a complex, technological civilization on 70 IQ points. It just doesn't happen. But, you will say (if you are liberal faggots), civilizations are not built by an entire population, but by a small elite with higher intelligence and other qualities that differ from the mass. True, to some extent, but it does not void the reality that if your entire population averages an intelligence in the retard range, you are not going to get a highly functional, prosperous, advanced society. It just won't happen. The monkeys will steal the handles off the pumps and the copper pipes and wires out of the walls. Levels of trust, of fairness, that we see in Western countries are impossible in African countries because the people have lower impulse control, more aggression, the inability to consider future consequences, less empathy, and so on.
