If there were no governments taking from the productive and redistributing to the unproductive, there would be no issue with the 80% of the human race that you call "redundant", because they would be forced to fend for themselves. In order to do so, they would have to be at least productive enough to keep themselves alive, so they would not be redundant at all. They would have to produce as much as they consumed or there were would be shortages.
