Not WP. Nobody uses WP anymore. Haven't in years. Don't need to. It's just too fucking much of a pain in the ass to store, transport, and use (it's as dangerous to the user as it is to the target. One mistake and it's YOUR ass on fire in a thick cloud of white smoke) and there are now many other munitions that can achieve the same target effects. If that had actually been WP, you wouldn't have been able to see anything at all but a thick wall of white smoke, because one of WP's primary uses is as an obscurant. Setting shit on fire is just a side effect. Do we still have them? Yes. Do we use them? Don't need to.

The single explosion you hear at the 00:30 mark is the charge expelling the submunitions from the shell over the target area, followed by the submunitions raining down starting about 4 seconds later, and continuing for several seconds.
That little white bit on top it a length of cloth ribbon that deploys as a drag, like the tail on a kite, to ensure the charge orients properly and strikes with the shaped-charge opening facing downwards. This also has the effect of orienting the fragmentation sleeve for best effect.
Those distinct little puffs of gray/white smoke you see at each point of impact are consistent with any common HE explosive filler for artillery rounds such as Composition B, or Composition 4 (C4) in the case of shaped charges. What you should be more concerned about is the shit going on that you can't see, because it happens too fast. If you want to see the fragmentation effects, watch the trees. A person standing there would have been turned into a bloody colander.
Also, some fuse designs have a simple time fuse backup to the primary impact detonator. This is in case the the submunition lands misoriented or in water, deep snow or boggy soil and the impact fuse fails to function. This reduces the overall dud rate, but can also means that the area can still be dangerous for several seconds to minutes after a strike due to failed impact fuses and time fuses still cooking off. So don't be in any big hurry to come out right away.
And if you see one laying out there, unexploded, DO NOT FUCK WITH IT IN ANY WAY, SHAPE, FORM, OR FASHION. Got that? To make the EOD guys jobs a little easier, they are often painted in bright colors, like yellow, to make them easier to find. The downside of that is that kids seem to be drawn to brightly colored objects laying on the ground and once he is armed, little Tommy submunition is nobody's friend. It is sensitized and can detonate for any reason. Or even no reason at all. So don't poke it with a stick, yell at it, or even stare at it too hard.
I think it comes down to is being a war crime to use WMDs against civilians. For as much as the west has pushed anti-WMD rhetoric it is interesting that the USA and Israel are basically the only developed nations that have a very long, thorough and consistent track record fo doing exactly that.

Let's be clear on something. Artillery, firing conventional munitions, is not a "WMD". And what was pictured in that video were clearly artillery HE submunitions. Not WP or "WMD"s by any stretch of the imagination.
It can be used that way, if used to fire nuclear, chemical or biological munitions which are, by the very definition "WMD"s.
If people want to start stretching the definition of what constitutes a chemical weapon to try and include WP, even though it's use historically is as an obscurant (the rounds are even clearly marked "SMOKE") and as an incendiary, they can do that. But that doesn't make it so.

That's just it. Yes, it does matter. Words have specific meanings for a reason. For clear and precise communication. That's why WP and flechettes are NOT classified as "WMD"s, and chemical weapons ARE. When you start obfuscating the language and stretching the definitions of things based on what you don't like, to include and attempt to associate them with other things that you don't like, you start to sound like a jew.

And it is just as interesting that in Rwanda they used machetes, axes and hammers the kill thousands in days. The total body count in the end was higher than Hiroshima or Nagasaki.
