Concerning the latter; companies in Denmark are heavily taxed if they reuse excess heat/energy from production, in obvious beneficial ways, which makes absolutely no sence to anybody other than politicians..
The largest building in the world is just north of Seattle Washington the heating bill 9 months of the year has to be riddiculous. Set up a server farm close buy and sell your heat... or enginear your shit better to handle salt water? Then any ocean city becomes an acceptable location...
There's plenty of solutions but you nailed it, politics are preventing logical ways to fix things.
