The problem is the difficulty handling it, also any plutonium-239 in most spent fuel is contaminated with plutonium 238 and 240 making it too impure for use in a bomb, wouldn't be weapons grade. Also the enrichment level of the uranium used in RBMK reactors was very low. They could get away with 3% enrichment because they used graphite as the moderator.
