For sure they do. And usually the senators will just move on despite getting a vague non-answer. I think this tactic of forcing them to prove that they’re unwilling to answer the questions could be very useful. Especially if a group of senators got together and predetermined which question each was going to ask. You could have a solid 45 minutes of making it clear that the subject refused to answer a single question, rather than giving the impression that their quasi-answer was acceptable by moving onto the next question
