when you have a glitch in the video stream, frame information disappears, now dependant on the processing you can either black that section or insert data from one of the previous frames.
Now since none of the previous frames had a picture of a foot in that location, the video chip just inserts what it did have, the sub block picture of the floor. So we have a new frame of the leg, overlaid onto an old sub block of the last frame, the floor.
Everyone with even a passing familiarity with video processing subsystems knows what kind of stuff is happening in the background, that's why TVs have massive processors in them now. We are way beyond scan line systems Also, a green screen wouldn't explain that anyway.
