It's whether you believe permission is needed at all to defend against obvious, out of control mobs of blatant rioters commiting rampant arson, murder, theft, and other crimes.
You should, at this stage, believe that permission is not only NOT necessary, but the act of the state requiring permission is itself an act of violence and lawlessness by the state. You should be at the point where you believe that the state even suggesting such things is not merely questionable but a grievous offense against the public peace for even the suggestion.
Process as punishment is a grievous crime against the peace. Even bureaucrats suggesting requiring permission in the face of videos of violent mobs, is unacceptable.
The mere implication that self and community defense may be a crime, in the face of video evidence, should be sufficient grounds for termination from office with prejudice, without pay, disbarment for lawyers, and loss of professional license for "experts".
