Sorry, I was incorrect. It defers to the states on who can vote. It was the first immigration law created in 1790 that stated only free white persons were given citizenship and they had to live here for 2 years and own property. In 1924, a law was passed to prevent undesirables from immigrating (Italians, Eastern Europeans, and jews). This was basically in place until 1964-65 when the racial quotas were removed. Then the flood gates of brownskins were opened.
And the amendment I was thinking of was what allowed blacks to vote (14th amendment).
It was actually. The 15th Amendment is what changed everything.
