I've met a lot of people that will say they in that context. When I ask them who 'they' are they usually say I don't know, or the media, or the government. They don't yet understand (((they))) as we do.

Agreed. However the "if you look deep into history" part seals it for me. Not "into history" but "deep into history" meaning implying pealing the subversive layers back.
